Decision:

We note the progress being made to decarbonise our fleet in order to meet our 2030 carbon reduction targets and authorise the Director for Sustainability to purchase two second hand Refuse Collection Vehicles (RCVs) within the budget and parameters set out in the report.

Reasons for the decision:

WBC Cabinet Member for the Environment: It is necessary for the effective delivery of the waste service to replace x2 of the RCV fleet due to their extremely poor condition. The Council is currently developing its roadmap to net zero for the entire fleet - including a green fleet strategy with Ricardo. Green options for vehicle replacement are currently restricted until this work is completed.

ADC Cabinet Member for the Environment & Leisure: I am happy to approve this decision for the reasons outlined in the report.

Alternative options considered:

WBC Cabinet Member for the Environment: There are currently few viable (green) options for replacing aged diesel refuse collection vehicles when they reach end of life.There are no petrol alternatives and I have been advised it will be more expensive to hire replacements until green options are available.  I have been assured that the age of second hand diesel vehicles sought (2018-2019) means they will be European emission standards (Euro 5) compliant.
