Decision:

To award the contract for construction of the Southwick Square public realm project to Edburton Construction Ltd at a value of £494,491.65 + VAT

 

To enter into a contract agreement with Edburton Construction Ltd in line with the tender ITT and Schedule of Requirements and Schedule of Bills.

Reasons for the decision:

In October 2022 ADC entered into an ESPO framework agreement with Project Centre Ltd for the design and project management of an improved public realm in Southwick Square, Southwick.

 

The project is primarily funded and under agreement through West Sussex County Council, with ADC providing £87,000 to the design and feasibility costs. In January 2023 a closed procurement process was undertaken, which included recorded Price & Quality evaluation and moderation. The procurement process is now complete with Edburton Construction, a local and well established construction company, the successful party.

 

RIBA 4 completion was in January 2023 with construction proposed to begin in March 2023.

Alternative options considered:

·         Award to an alternative construction company with a lower evaluation score (against price and quality).

·         Repeat the procurement process, causing project slippage.
