Decision:

1)    To appoint Mott MacDonald engineering to prepare a specification for tender at a cost of £17,000 to investigate the stability, corrosion and ground conditions associated with Worthing Lido structure.

 

2)    To tender the specifications requirements listed in 1. and to enter into a contract following tender returns. To appoint the most advantageous specialist engineering consultancy services to undertake structural low intrusive physical inspections, borehole testing and corrosion testing of the Lido structure at an estimated maximum cost of £100,000

 

 Total cost of £117,000

Reasons for the decision:

To provide the necessary engineering testing and survey data to inform and enable the council to establish the next key steps in structural investigations and the preparation of a JSC sub-committee report. 

 

Utilising the specialist engineering knowledge of Motts MacDonald who have undertaken a recent appraisal specific to the Lido structure.

Alternative options considered:

1)    To not proceed with the contracts the council would not have the critical testing data on the ground conditions and structural stability associated with the Lido. To inform the council of the next key steps in understanding how best to underpin and protect its structure. Given the environmental, safety, economic and commercial outcomes that will be derived from the project this option is not recommended. 

 

2)    To prepare the technical tender specification in-house the council does not have the necessary specialist expertise and officer resources to undertake this work. Therefore, the council is reliant on consultancy support that is familiar with the project to prepare the specification.
