The Director of Communities, in consultation with the Adur Executive Member for Environment has approved the award of the tender to ETC Sports Surfaces Limited.
Seven tenders for this project were received, ETC Sports Surfaces Ltd provided the best value in terms of both cost and meeting the requirements of the specification.
Having completed a tender and evaluation process, there is a shortfall in the previously agreed budget of £50, 000. However a budget saving on project: Shoreham Beach Boardwalk Phase 4, has been identified to the sum of £50k. Cost Code 18031-6015-156134.
Under 3.2.1 of the Joint Financial Regulations, the Director for Communities may exercise virement on budgets under the control of up to and including a maximum of £50,000, provided the Chief Financial Officer has been consulted.
To authorise the acceptance of the tender from ETC Sports Surfaces Limited Limited in accordance with the Joint Council’s Contract Standing Orders clause 8.12 : Acceptance of Tenders.
Do nothing - the reasons for upgrading this area were outlined in the Joint Strategic Committee report in December 2018. They include bringing into use an area of the leisure site that has been unused and derelict for many years. Adur District Council is committed to ensuring that the communities of Adur can access good quality sporting and leisure facilities, hence this option is not deemed acceptable. In addition failing to undertake this work increases health & safety risks, damages the reputation of our provider, Impulse Leisure and the Council as well as stores up potential financial risk for the future.
