Decision Maker: Adur Cabinet Member for Regeneration and Strategic Planning, Worthing Cabinet Member for Regeneration

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: Yes

Decision:

ADC Cabinet Member for Regeneration & Strategic Planning: I agree to abstain as this is a Worthing matter.

WBC Cabinet Member for Regeneration: I agree to the following:-

1.    To release up to £65,000 from the Community Infrastructure Levy (Strategic Fund) towards the appointment of Consultants to prepare an options appraisal assessing how best to reduce flood risk associated with Somerset's Lake.

2.    To establish a revenue budget of £65,000 for the appointment of consultants to carry out the options appraisal.

Reasons for the decision:

The current flood risk is at an unacceptable level of risk. Under the current legislation, Somerset Lake is not large enough to be regarded as a reservoir which means that there is no legislative incentive for the current landowner to address the problem. This feasibility study will enable us to move forward and identify improvements that can reduce the flood risk level.

Alternative options considered:

The other option is to do nothing, which I determine to be non-viable in terms of our risk management. The Adur & Worthing Council Strategic Flood Risk Assessment outlines that this site is at risk from flooding via a breach of Somerset’s Lake and overtopping of the Malthouse Way balancing pond.
