Decision:

To award the contract to a multi-disciplinary team of consultants (AECOM Ltd) to support the delivery of the heat network connections to council buildings including the Town Hall, Portland House, the Connaught Theatre, Assembly Hall and Worthing Museum.  The scope of this work is to progress the necessary design work to RIBA stage 2.  The value of the work is £96,471. The full cost is covered by PSDS Grant Funding The further design, survey and build support work will be subject to an Executive Member decision.

Reasons for the decision:

Worthing Borough Council is close to financial completion on the Worthing Heat Network contract.  The project will deliver a heat network in Worthing to decarbonise heating for public sector, commercial and residential properties. 

 

The Council and NHS have attracted significant grant funding for the project.  The first phase of construction will decarbonise heat for council buildings (Town Hall, Portland House, the Connaught Theatre, Assembly Hall and Worthing Museum) and Worthing Hospital.  Splashpoint will follow shortly afterwards.  The network will expand over time to connect to new developments, and ultimately residential properties.  The council and NHS sites are the anchor tenants, essential to getting the network in place. 

 

The council has been awarded £5.7 million for investment in its own buildings to prepare them for connection to the heat network.  The works will include energy efficiency improvements and replacement of pipework and other infrastructure as necessary. 

 

This is a specialist programme of work requiring a multidisciplinary team of consultants.  They will lead the design and surveying work and oversee the building programme.

 

This officer decision is to award the first stage of the work to AECOM Ltd for the next stage of the design work (to RIBA Stage 2).  The work will be awarded through the NHS SBS Construction Consultancy Framework

This a specialist piece of work that needs to be delivered externally, both in terms of resource availability and expertise - it requires a specialist consultants team.
