Reason for urgency:
The need for urgency arises because Adur and Worthing Councils use Kent County Council's LASER Energy Buying Group (a procurement framework) to procure gas and electricity for all its sites. Our current contracts expire at the end of September 2022. Tenders are sought by this specialist procurement framework provider on our behalf with LASER (Laser stands for: Local Authority South East Region energy buying consortium) comparing and recommending the best deal. Prices are obtained on a spot market basis via an e-auction with a very limited time for approval (less than 48 hours). If we do not accept the rates there is a risk our rates would then increase.
