Public Question Time

Before the Sub-Committee was a report by the Director for Sustainability & Resources, which has been circulated to all Members, a copy of which is attached to the signed copy of these minutes as item 4. Members were requested to consider and determine an application for a new premises licence.

 

Presenting Officer outlined the application

 

The Licensing Officer outlined the application explaining the reasons the application had been brought to committee. The Officer also clarified that Sussex Police had withdrawn their representation following successful mediation.

 

The applicant confirmed that the Licensing Officer had provided an accurate outline of the application.

Representation from Mrs Jackie Caffyn

 

The representor raised concerns over such issues as noise and nuisance from the premises occurring as it had last time the club was open. She stated that she felt that the way the quay was built resulted in noise reverberating around it. In addition she was concerned about the choice of DPS as it was the same person from the last time the club was open and the speaker felt they had been ineffective as a DPS.

Representation from Mr Robin Philips

 

The representor raised concerns mirroring the previous representor and added that when the club was previously open, people leaving the bar tended to stay in the vicinity as it is a pleasant area, causing a disturbance after the club had shut.

Representation from Mrs Laura Tinworth

 

The representor explained that she had concerns regarding the lack of due diligence shown by the board of V&S and felt that if they had got a firm mandate from the company to make the application, it would have negated the need for this meeting, as all of their questions could have been answered. The speaker expressed a desire, that should the licence be granted, there should be such restrictions imposed that could protect the board and if it transpired that the board could not control what may occur on the estate as a result of the club, regarding factors such as staffing, organisation and health and safety, then outside authorities could step in.

 

Questions from Members

 

In response to members request for the representor to elaborate on the relationship between the residents, the board and the applicants, she explained that she felt there was quite a close relationship between the current board members and the person who was currently named as the DPS and her husband and was concerned it may not be a particularly professional relationship. In the absence of any policy around the formal relationship between the DPS running the bar and the board of V&S it would be uncertain who held ultimate responsibility of oversight regarding such matters of staffing and health and safety etc.
