Councillor Cathy Glynn-Davies declared that she had family members in Worthing who were involved in the licensing trade but she was not predetermined regarding this application.

Before the Sub-Committee was a report by the Director for Sustainability & Resources, which has been circulated to all Members, a copy of which is attached to the signed copy of these minutes as item 4. Members were requested to consider and determine an application from U & S Enterprise (Formally Worthing Supermarket).

 

Presenting Officer outlined the application

 

The Licensing Officer outlined the application clarifying that Sussex Police had requested that if the committee saw fit to grant the licence variation, that they also impose a condition making a SIA door man for the two extra hours of the licence mandatory.

 

The applicant confirmed that the Licensing Officer had provided an accurate outline of the application.

 

Questions from Members for the presenting Officer

 

The Officer confirmed that there were HMO’s in the residences above the premises and that Sussex Police had not been able to scrutinise the late proposal from the applicant regarding a serving hatch, as it was only received two hours prior to this meeting.

 

Representation from a representor (Sussex Police)

 

Sussex police presented a representation explaining that there was a large street drinking community in this area and allowing further access to alcohol would be unwise. Although there were other premises in the area open until late, they did not allow alcohol to be taken off the premises and Sussex Police had concerns that selling alcohol at these hours would encourage people to assemble in the public areas to drink their own alcohol, once the pubs and clubs had closed, leading to a high risk of crime and disorder. They explained that the applicant had declined the suggestion of a SIA door staff to monitor the intoxication levels of customers and to be there to protect other customers and staff during the proposed extra two hours of business. They were also worried that, if this licence variation were permitted, it may set a precedent for other similar premises in the area.

Sussex police confirmed for Members that the concept of a serving hatch to serve people through for the extra two hours of business would not allow sufficient scrutiny of ID or prevent proxy sales and would not alleviate the issue of people drinking on the street.

Representation from a representor (Pubwatch)

 

The Chairman of Worthing Pubwatch gave a representation requesting that the application for a variation of licence was refused because it would fuel the street community and other drinkers with alcohol during later hours leading to an increase in antisocial behaviour and crime in the town.
