Questions from the Public

 

To receive any questions from members of the public addressed to Members of the Cabinet in accordance with Council Procedure Rule 11.  There is up to 5 minutes for each question, one supplementary question may be asked arising from the original question.

 

Questions must relate to any matter the Council has power or which affects the Borough, except no questions may be asked in relation to

 

a)    A specific planning or licensing application

b)    A specific staffing appointment or appeal, or Standards determination

 

Public question time will last up to 30 minutes; questions will be taken in the order of receipt.

To consider a recommendation from the Cabinet to the Council, details of which are set out in the attached minute extract.

The Council had before it, recommendations from the Cabinet, details of which were set out in an extract from the relevant minutes which had been circulated as item 4.

 

Item 4              Cabinet - 1st February 2023

 

Worthing Local Plan

 

The Leader proposed the recommendations from the Cabinet to the Council with an amendment. To remove recommendation 1 - Approved the additional modifications referred to in this Report at Paragraph 5.1 (a)  and delegated authority to the Director for the Economy to make the additional modifications to the Local Plan.

 

The recommendations as amended were seconded by Councillor Martin McCabe.

 

The Council wished to place on record its thanks to the Officers (Ian Moody, Tracy Wigzell, Catherine Hutchins and Jennifer Ryan) who had lived and breathed the plan for a number of years during its development.

 

The Council also wished to thank all of the residents who had responded to consultations regarding the Local Plan.

 

The recommendations, as amended, were supported unanimously following a vote.

 

Resolved,

 

The Council:- 

 

a.    Noted the Inspector’s Report containing the Inspector’s main modifications to be made to the submitted Worthing Local Plan in order for it to be found sound (Appendix 1);

 

b.    Noted the process of Sustainability Appraisal that had been followed and the likely significant effects of the Local Plan (together with Main Modifications);

 

c.    Noted the schedule of Main Modifications (Appendix 2) to the Worthing Local Plan;

 

d.    Approved the adoption of the Worthing Local Plan and Policies Map (including main modifications and additional modifications relating to presentational improvements, factual updates, grammatical and typographical corrections at Appendix 3);

 

e.    Noted that following the Local Plans adoption, a copy of the Final Sustainability Appraisal report, including a Sustainability Appraisal Post-Adoption Statement, would be made available for inspection alongside the Local Plan;

 

f.     Approved use of the Capacity Issues reserve to fund the additional £15,000 cost of the examination
