Public Question Time

So as to provide the best opportunity for the Committee to provide the public with the fullest answer, questions from the public should be submitted by midday on Thursday 3 September 2020.

The Chairman invited members of the public to ask questions or make statements about any matter for which the Council had a responsibility or which affected the District.

 

A Question had been received from Mr Bill Freeman which was read by the Chairman of the Committee as follows:

 

CPRE Sussex (Campaign to Protect Rural England) and AREA (Adur Residents Environmental Action) have grave concerns to do with the Government’s recently published proposals for Planning Reforms...

These are complex proposals which are out for consultation.

Both these organisations will be submitting challenges  to these radical changes which, if approved, will inevitably result in even more loss of our green spaces and the ability of the community and their local authorities  to have their democratic say on what gets built and where.

Particular concerns – simplistic zoning of areas - relaxation of  Permitted Development Rights and with the amended algorithmic formula for assessing the housing need for Local Authorities,- this will add impossible numbers into their already difficult  targets for home building.  In some cases this will be over double the number of their current targets which most councils are already failing to meet with even greater pressure on the creation of affordable and social housing to meet a district’s real needs.

Can the Planning Authority kindly confirm whether they share these concerns and, if so, what plans they have for resisting these reforms which not only undermine local democracy but will create loss of authority control to determine the best outcomes for its district?

 

The Head of Planning and Development responded that the Council would be considering a response to the White Paper and the proposed new standard methodology for calculating annual housing need for Local Authorities and it is anticipated that the Planning Committee will consider the draft response prior to its consideration by the Cabinet Member for Regeneration. 

Planning Officers shared a number of concerns that had been raised nationally about a number of the proposed reforms as well as the extension of permitted development rights.  However, it would be premature to set out those concerns in advance of the consideration by the Planning Committee and Executive Member.
