Decision:

To enter into a consultant contract to award Stuart Wells Limited, specialists in dewatering and pumping tests to undertake permeability testing and borehole monitoring for the sum of £133,813.85. This cost sits within the approved budget set at JSC on 7th July 2020. To prepare drill boreholes for monitoring wells and window samples to investigate relevant geology and undertake pump testing over a nine month period.

Reasons for the decision:

To ensure the council has fully undertaken due diligence measures to ensure the permeability and the geology of the Western Harbour Arm have been thoroughly investigated to enable the structural engineers to conclude flood defence wall design.

Alternative options considered:

1)    To not proceed with the contract

 

2)    To re-tender the contract, given recent consideration to inflation this is likely to result in an increase in the cost of the works. This option is not recommended
