Decision:

To enter into a contract for the construction of temporary public realm works to Montague Place with Landbuild Ltd at a cost of £85,093.30.

Reasons for the decision:

Landbuild Ltd are a highly reputable local building contractor, well known to Worthing Borough Council through the ongoing public realm works to Portland Road.

 

The temporary public realm works to Montague Place (Phase 1) are fully funded through the creation of a £163k revenue fund within Worthing Borough Council funded by the Welcome Back Fund (WBF). The use of the Worthing WBF has been agreed with central government through an approved Grant Action Plan (GAP). This spend has received delegated authority approval at Joint Strategic Committee in July 2021.

 

Landbuild demonstrated, through a closed procurement exercise, the ability to deliver within the tight timeframe required by the WBF funding and value for money required in the allocation of public funds. 

Alternative options considered:

The Council received three bids for these works, through the closed procurement exercise, with Landbuild winning the contract based on value for money and delivery timescales combined. A full evaluation exercise was undertaken by Officers.

 

A closed procurement exercise was selected in order to meet associated funding timescales of the Welcome Back Funding, of which funds need to be spent by the end of the financial year.
