Worthing Cabinet Member for Housing and Citizen Services 

 

1.    That a budget  be approved of £570,000 from the £1,765,800 Affordable Homes budget to Worthing Homes to develop:

 

a.    21 self-contained flats including a female-only wing and ground-floor disabled access flats in which the council will be granted 100% nomination rights for 60 years.

b.    Provision of a hub to deliver therapeutic and health interventions, life skills and office space for multi-disciplinary working

I abstain from this decision as it is predominantly a Worthing matter

Reasons for the decision:

This is a very purposive initiative that is fully aligned with our Council’s priorities and which will deliver much needed accommodation and services for single people with complex needs and especially those in a long-term rough-sleeping situation. The specialist supportive housing provision delivered in collaboration with partners who are experts in their respective services will be beneficial to both residents to use the accommodation and services and other temporary accommodation in the Borough. The initiative is a highly appropriate one for the allocation of funds from the Affordable Homes Budget with Section 106 developer contributions.

Alternative options considered:

The alternative that is currently at times resorted to is to attempt to provide accommodation to single people with complex needs in temporary accommodation without the specialist hub. This is far from desirable as outcomes are not optimal for either the residents with complex needs or others in the temporary accommodation facility. The proposed development is far superior for the achievement of desired outcomes.
