To undertake a direct award to contract for the completion of stock condition surveys to Michael Dyson Associates through the PfH consortium contract.
The PfH framework is a PCR2015 compliant framework and allows for direct appointment to any provider that can meet the authorities needs. The contract is 4 months fieldwork and 1 month for data validation and production of final report. Based on current stock profile held the contract value is circa £160,000
As part of the Regulator's requirements following the referral in February 2023, there is the requirement to have up to date stock condition survey data to inform and support the development of the future capital improvement works both for operational and financial reasons. This will help support the improvement plan, improve the standard of the homes and contribute to necessary evidence to the Regulator that Adur Homes are acting appropriately to remove the relevant notice on us.
Carry out an open tender that will add time, costs and delays to gathering this data and the commencement of any works.
A benchmarking exercise was carried out to compare costs of the PfH contract and this exercise identified a saving of at least 20% when compared with two other awarded frameworks/contracts.
