Decision:

Upon consideration of this report, we have decided to delegate the authority to the Director for Digital, Resources and Sustainability to:-

 

·         Enter into a collaboration agreement with West Sussex County Council for the procurement of a contract for the collection of clinical waste through a framework agreement and

·         To enter into the call-off contract with the successful supplier.

Reasons for the decision:

Worthing Cabinet Member for the Environment: Given the projected additional costs required by the Council to replace the specialist vehicle needed for this service and time/resources of staff to deliver it, offset against less than expected income from commercial customer - the NHS, I am satisfied that Entering into a collaboration agreement with West Sussex County Council for the procurement of a contract for the collection of clinical waste through a framework agreement - will enable more resilience for our waste service to focus on core obligations of waste and recycling and cleansing. I am satisfied that the contractor used by WSCC for the collection of clinical waste is local as part of Worthing Council’s Economic Principles. I am satisfied that the contractor used by WSCC for the collection of clinical waste has an Environmental Policy in line with Worthing Council’s Climate Emergency Principles and is actively looking at electrifying their fleet.

 

In addition I am satisfied that Unions have been consulted and are in agreement with the arrangements in place for their members moving forward.

 

Adur Cabinet Member for the Environment & Leisure: Entering into a collaboration with West Sussex County Council for the procurement of a contract for the collection of clinical waste seems to be a sensible, sustainable and cost effective option. Particularly in light of the additional projected costs to the service of new vehicles etc.

I am satisfied that the contractor used by WSCC for the collection of clinical waste works in line with Adur Council’s Climate Emergency principles and am pleased that they are actively looking at electrifying their fleet.
