Decision:

The WBC Executive Member for Regeneration has agreed to abstain from this decision as an Adur matter.

 

The ADC Executive Member for Environment has approved the creation of a revenue budget of £220,000 funded by a combination of external funding and council resources; and delegated authority to the Director for Digital and Resources to award the contract(s) to the preferred bidder(s) for the provision of technical, financial and legal services to develop the business case for the Shoreham Heat Network.

 

Reasons for the decision:

The Councils have declared a Climate Emergency and committed to achieving 100% clean energy across the District and Borough by 2050. Reducing emissions from heating is essential to realise this target. Through the Adur Local Plan and Shoreham Harbour Joint Area Action Plan, Adur District Council has committed to exploring the potential for a heat network serving the harbour and town centre.

 

In addition to reducing emissions of greenhouse gases, the network can address a number of objectives. These include: 

 

  • supporting economic growth
  • income generation
  • security of energy supply
  • affordable warmth
  • cleaner air

 

Alternative options considered:

The external funding has been awarded by central government specifically for the purpose of undertaking detailed project development of the Shoreham Heat Network. The only alternative option would be not to carry out this work, in which case the funding would be returned to the central government. This would not realise the benefits noted above.
