Decision:

The Leader of the Council has discussed the matter directly with the Petition Organiser, Mr Ruewell and empathises with the views of those who have signed the Petition.  Whilst the petition is not accepted for the reasons set out below; alternative mitigation measures should be investigated to help ensure a safer environment on the seafront.

Reasons for the decision:

The difficulty and resource implication of effectively monitoring speed limits on the seafront and secondly, the absence of enforcement powers to make such limits effective.

Alternative options considered:

Mindful of the National Cycle Route status of this route along the seafront, Council officers approach national campaigning body SUSTRANS and West Sussex County Council, to examine what effective measures might be introduced to promote responsible use of the seafront route.   To inform any recommendations, it is proposed that best practise options from other areas are considered.
