WBC Cabinet Member: That I authorise the award of a 3-year service contract with a private sector TA provider and to acquire nomination rights to 18 self-contained TA units. 17 of these units will be at Sudley Road and West Street, Bognor Regis comprising of 1 studio flat, 14 one bed flats and 2 two bed flats. The further unit is a 1 bed flat at Harrow Road, Worthing.
ADC Cabinet Member for Housing & Citizen Services: Adur & Worthing has a shortage of temporary accommodation in comparison with other local authorities which means it often has to use the private sector. It’s prudent for the councils to minimise the use of spot-purchased accommodation and enter into a service level agreement with a provider to bring down the overall costs
WBC Cabinet Member for Housing and Citizen Services: Spot-purchased temporary accommodation for residents in need incurs higher costs and complicates the Councils’ provision of this vital service. Longer term agreements will significantly reduce the costs and also help establish a more sustained relationship with providers, which can help with service quality as well.
ADC Cabinet Member for Housing and Citizen Services:
Not securing this service level agreement would imply that the council doesn’t reduce its burden of using expensive spot- purchased accommodation.
WBC Cabinet Member for Housing and Citizen Services: The alternative is an overreliance on insecure, expensive spot-bookings which are neither cost-effective nor always the most reliable in a context of increased competition between local authorities in using temporary accommodation across areas. The practices described in the decision are superlative over this alternative.
